Yes, even if you have an oily skin, you can use a facial oil!
Sometimes, oily skin is a result because of stripped moisture and harsh products that forces your skin to produce more sebum as a defence mechanism. And if your skin is too dry, this serum helps add the sebum your skin can't produce and retains moisture which is usually the reason for the flaky and itchy skin.
Argan oil is a miracle oil that helps reduces the signs of aging, helps prevent acne and reduces the visibility of scars, moisturises, and hydrates the skin (vital for any skin type). While on a molecular level, jojoba oil is a wax. Sounds weird I know, but this wax is similar to the sebum that is created by your own skin. Although it can be absorbed into your skin, its waxy nature allows it to create a soothing seal on the surface (thereby retaining moisture) and is hypoallergenic, meaning allergic reaction is rare.
Jojoba oil is best known for regulates sebum production because it’s so like the sebum that your body produces naturally. When you put jojoba oil on your skin, your skin is soothed and moisturized. This sends a signal to your hair and sweat follicles that your skin doesn’t need additional sebum for hydration.
This keeps skin from looking oily and helps prevent acne caused by clogged pores.

- Facial oil helps retain moisture so add it after your moisturizer if it is a light non-oily one, otherwise add it after as a skin barrier.
